SCANDALS TASK LIST by Kim Weissman (BEVDAV@worldnet.att.net)

On December 31, 1994, Associate White House Counsel Jane Sherburne created a "task list" of Clinton scandals which were to be addressed by taxpayer-funded White House personnel and taxpayer-paid White House lawyers. The list was recently released by the White House to the House Government Reform and Oversight Committee pursuant to a subpoena. The following is just a partial recounting of that task list, an excerpt of which was published in the Wall Street Journal:

1. Vince Foster document handling;

2. Vince Foster suicide;

3. Obstruction of Justice (DOJ criminal referrals, Stephens firing, RTC firings);

4. Travel Office firings (and abuse of justice regarding Billy Dale);

5. Treasury Department contacts (Roger Altman);

6. Mike Espy ethics problems;

7. Henry Cisneros ethics problems;

8. Ron Brown ethics problems;

9. Webster Hubbell ethics problems;

10. Harold Ickes ethics problems;

11. George Stephanopoulos ethics problems;

12. White House operations (drugs, security passes, misuse of assets);

13. Passport/State Department files search;

14. Legal defense fund solicitations;

15. Hillary Clinton commodities trading;

16. Health care task force illegal secret meetings;

17. Rose law firm work for Madison Savings and Loan;

18. Whitewater;

19. David Hale, Small Business Administration loans;

20. Presidential immunity;

21. Clinton associates James and Susan McDougal, and Jim Guy Tucker;

22. Dan Lasater (Clinton associate, convicted drug dealer, and brother Roger's connection);

23. Mena Airport (drug smuggling and gun running);

24. Use of taxpayer-paid public employees for private Clinton work, such as Vince Foster cleaning up the Clinton back taxes mess, and for the response efforts to all the scandals;

25. Troopergate (procurement of women for Clinton);

26. Women problems (sexual harassment lawsuit and accusations).

27. Value Partners;

28. Presidential and Gubernatorial campaign irregularities;

29. Arkansas Development and Finance Agency (use of public funds for political favors);

30. Truthfulness of White House and other administration officials in testimony (possible perjury).

To the White House list we may add some additional scandals (in no particular order of importance) which have occurred or come to light since December 1994, or which were not mentioned in the published list:

31. Filegate (and the six month gap in the access log, the deposition of the keeper of the log that those pages were removed and that getting the files was no "snafu", and the close relation between FBI director Freeh and Livingstone);

32. Creation of a computerized enemies list database;

33. Hillary short sale of pharmaceutical stocks while she attacked the industry;

34. Failure to create a blind trust for their personal holdings until long after Bill assumed office;

35. Underpayment/nonpayment of taxes;

36. Offering to pay legal fees of targeted associates, which some legal commentators have likened to illegally attempting to influence witnesses, others have called subornation of perjury;

37. Witness tampering by suggesting to Susan McDougal that she might get a pardon of she keeps her mouth shut;

38. Hazel O'Leary travel expenses irregularities;

39. Zoe Baird/Nannygate;

40. Activities of the Attorney General in connection with the Branch Davidians at Waco, Texas, and at Ruby Ridge, Idaho;

41. Iranian arms shipments to the Bosnians in violation of the U.N. embargo, approved by Clinton;

42. Connections between organized crime and a labor union head who is a close associate and big supporter of Bill Clinton;

43. Mysterious disappearance and reappearance of the Rose Law firm billing records;

44. Security breaches regarding White House clearances and passes; and Dick Morris' prostitute, who was privy to various secret discussions and information;

45. The strange relations between Indonesian financiers, the Lippo Group, Mochtar Riady, BCCI, Arkansas power brokers, Webster Hubbell, Bill Clinton, and massive contributions to the democrat party;

46. Threats and violence against Arkansas (and other) witnesses to past Clinton foibles;

47. Pension fund looting in Arkansas;

48. Castle Grande (and mounting evidence of Hillary's close involvement, despite her statements to the contrary);

49. Placing military forces in harms way in Somalia while denying them proper (and requested) military support, resulting in the deaths of American military personnel;

50. The fast-track qualification of aliens for citizenship including, apparently, large numbers (30,000 in New York alone) whose criminal records were never checked; done over the objections of the INS who viewed it as a blatantly political "pro-democratic voter mill" according to a memo to Bill Clinton from Al Gore.

It will be noted that none of these matters touch on legitimate policy differences, such as AmeriCorps, or whether or not a national missile defense is necessary, or the size of budgets for social programs, or how to balance the budget, or reform Social Security or welfare, or the coddling of terrorists. None concern foreign policy decisions which are simply dumb, but not criminal, such as jeopardizing American national security by removing export controls on supercomputers and global positioning systems, or making deals with North Korea allowing them to keep their nuclear bombs and making it easier for them to make more.

None of these matters involve what might be described as generational or morality differences, such as a lackadaisical attitude toward extra marital affairs, or sexual harassment, or teenage drug use, or turning the American military into an international "meals-on-wheels" by meddling militarily where there is no arguable American national interest.

None of these touch on the merely insensitive, such as celebrating the 50th anniversary of VE day in Moscow, an ally of the Nazis when Germany invaded Poland, or claiming to be on active military duty in order to avoid the Paula Jones sexual harassment lawsuit.

None of these issues involve the gratituitous lying about a multitude of matters, such as who actually wrote Hillary Clinton's book, or Bill Clinton's "memories" of church burnings which never happened. None involve misrepresentations, such as the 100,000 new cops on the street, or Clinton's claim that his policies have reduced the deficit, or that he has submitted a balanced budget, or breaking his many 1992 campaign promises.

None fall into the category of what might be termed the "simply stupid", such as hiring Craig Livingstone to run the White House security office, or hiring Joycelyn Elders as Surgeon General.

None involve demeaning the office of the President, such as discussions of his underwear on national television.

On the contrary, all of these scandals relate to matters and activities which, if the details which are alleged are proven in a court of law, involve criminal activity for which people could go to jail.

Supporters of Bill Clinton may contend that the White House was forced to address all of the above issues, which were raised solely by vindictive republicans and Clinton enemies. It stretches credibility, indeed gullibility, however, to pretend that Bill and Hillary are entirely innocent in each and every one of these matters, mere babes in the woods, while "invented" scandals swirl all around them. The lies, deception, fraud, and outright criminality of this administration, what democrats used to call the "sleaze factor" when referring to republicans, has been too well documented, by too many people, over too long a period of time, to be blamed solely on some vast republican plot to "get" Bill and Hillary. To take that position speaks either of blind partisanship, clinical paranoia, or a denial of reality. The rampant corruption of this administration is a fact. The real question is whether it matters.

Supporters of Bill Clinton pretend to believe that character doesn't matter.

They have no choice but to believe that, given the nature of the man they support. But, as Bill Bennett asked, is there anything more important, in a political context, than the character of the President of the United States?

One more question: If Clinton supporters are correct, and character does not matter, then why are they so upset about the ethics allegations against Speaker Gingrich which, even in David Bonior's wildest dreams, pale by comparison to Clinton's transgressions? After all, Gingrich's business partners have not been convicted of multiple counts of fraud, Bill's have. Gingrich's wife has not been accused by the FDIC of helping to perpetrate that fraud, Bill's has. If the American people demonstrate, by their votes, that lies, corruption, and criminality in the highest elective office in the land is irrelevant, what does that say about the nature of our society, and the nature of our people?
